The IGAD Assembly of Heads of State and Government decided inter alia to revitalize the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) and entrusted the mandate to the IGAD Council of Ministers. The Summit appointed Dr. Ismail Wais of Djibouti as IGAD’s Special Envoy to South Sudan.

IGAD Council of Ministers on the sidelines of the AU meeting in Abidjan, Cote D’Ivoire endorsed the Pre-Forum Consultations Report as submitted by the Special Envoy and instructed him to proceed with of the Forum.

Phase one of the High-Level Revitalization Forum was launched in Addis Ababa with representatives from the Government, the opposition groups and the civil society participated the forum.

January 5th, 2018
The IGAD Council of Ministers issued statement after reports from Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM on violation of the Agreement on Cessation and Hostilities, Protection of Civilians and Humanitarian Access (ACOH). The Council of Ministers called on the SPLA-IG and the SPLA-IO (RM) to reduce the tension by complying with all provisions of the ACOH in these areas.

The African Union, the Intergovernmental Authority on Development, and the United Nations held a joint consultative meeting on the situation in the Republic of South Sudan on the margins of the African Union 30th Ordinary Summit of the Heads of State and Government. They condemned the violations of the ceasefire and demanded violators to be held accountable
February 2, 2018
The second phase of the revitalization forum commences in Addis Ababa with the objectives to restore permanent ceasefire, the full implementation of the peace agreement; and to develop a revised and realistic timeline and implementation schedule towards a democratic election in South Sudan at the end of the transition period.

Parties signed the Declaration of Principles, and the Agreed Articles on governance and security arrangements. Outstanding issues were bracketed for further discussion.

Stakeholders of the HLRF issued a joint statement announcing recommitment of the ACOH as a first step to ending the war in South Sudan and revitalizing the implementation of the ARCSS.
March 20th, 2018
IGAD Council of Ministers Issued Statement on Reports of Violations of Cessation of Hostilities Agreement in the Republic of South Sudan. The Council called on the Government of South Sudan and SPLM-IO (RM) to undertake the necessary investigation and ensure accountability of violators.
March 26th, 2018
The IGAD Council of Ministers convened their 61st extra-ordinary meeting to discuss on how to proceed with the outstanding issues. The council decided to take targeted sanctions against violators of the ceasefire agreement. The meeting decided the release of Riak Machar from House Arrest in South Africa allowing the leader of SPLM/IO to relocate to any country except to the neighbors of South Sudan.

After assessing the outcome of shuttle diplomacy on the positions of the parties IGAD Council of Ministers decided to postpone the next HLRF Phase II to allow continuation of shuttle diplomacy and narrow the positions of the parties on the key outstanding Governance and Security issues.

IGAD Special Envoy to South Sudan, Amb Ismael Wais, signed a Development Engagement Document (DED) with Amb. Mette Thygesen of the Royal Danish Embassy in Addis Ababa. The DED provides for a contribution of DKK 14 million from Denmark to the operations of the IGAD-SSO (IGAD South Sudan Office)/CTSAMM (Ceasefire and Transitional Security Arrangements Monitoring Mechanism).

The Chairman of the IGAD Council of Ministers issued statement citing continues violation of the COHA. The Chairman announced the convening of extraordinary session of Council of Ministers to consider the punitive measures that should be taken against violators of the ceasefire.

The IGAD Council of Ministers met in Addis Ababa for its 62nd Session. The Ministers recommended to the Chairman of IGAD. H.E. Dr. Ahmed Abiy to call for IGAD Heads of State summit and facilitate face to face meeting between H.E. Salva Kiir Mayardit and H.E. Dr. Riek Machar before the 31st Summit of the Assembly of the African Union to be held on 1 and 2 July 2018 in Noukakchott, Mauritania.
