4 January 2014 - Formal negotiations between GRSS and SPLM/In Opposition on two agenda items (COH) and Question of Detainees began

6 January 2014 - Direct negotiations between GRSS and SPLM/IO Started

23 January 2014 - Agreements on COH and Status of Detainees signed by GRSS and SPLM/A – IO

31st January 2014 - 24th IGAD extraordinary Summit meeting on the situation in South Sudan held in Addis Ababa

2 February 2014 - An advance team of IGAD’s Joint Technical Committee (JTC) comprising IGAD, the Parties and IGAD Partners arrived in Juba to set up a Monitoring and Verification Mechanism (MVM).

5 February 2014 - Phase II of the IGAD-led Mediation Process focusing on political dialogue launched in Addis Ababa

13 March 2014 - 25th IGAD extraordinary Summit meeting on the situation in South Sudan held in Addis Ababa

1st and 5th April 2014 - First teams of MVM deploy to Bor and Bentiu respectively

5 February 2014      An advance team of SPLM polit-bureau members convened a preparatory meeting for  intra-party dialogue with the facilitation of Ethiopian ruling party EPRDF and its South African counterpart ANC in Addis Ababa

5 May 2014     GRSS and SPLM/A In opposition signed Recommitment on Humanitarian Matters of the Cessation of Hostilities Agreement – the recommitment included a declaration of 30 days of tranquility

9 May 2014     H.E Salva Kiir Mayardit President of the Republic of South Sudan and Dr. Riek Machar former Vice President and Leader of the SPLM/in opposition held first face-to-face meeting in Addis Ababa since the breakout of the conflict and signed Agreement to end the conflict in South Sudan

7-9 June 2014     IGAD Special Envoys convened a multi-stakeholder symposium to initiate an inclusive phase of the South Sudan mediation process in Addis Ababa – up to 250 South Sudanese representing government, the opposition, political parties, civil society and faith based groups participated in the two day event.

10 June 2014    A Follow up meeting between President Salva Kiir Mayardit and Dr. Riek Machar was held on the sidelines of the 26th IGAD extraordinary Summit meeting on the situation in South Sudan in Addis Ababa

20 June 2014     Multi-stakeholder roundtable negotiations for South Sudan launched in Addis Ababa (SPLM/IO did not attend the launch)

4 August 2014     Multi-stakeholder roundtable negotiations for South Sudan resumed in Addis Ababa  (GRSS, SPLM/IO, SPLM Leaders/ Former detainees as well as representatives of political parties, civil society and faith based organizations were all present.)

Monitoring and Verification Mechanism

The IGAD Monitoring and Verification Mechanism for South Sudan, headquartered in Juba, was set up shortly after the signing of the Cessation of Hostilities Agreement between the Government of the Republic of South Sudan and SPLM/A – IO on 23 January 2014. Its mission is to support the mediation process by monitoring, investigating and reporting the two Parties’ compliance with the Agreement.
