As the Second Phase of the Revitalization Forum on South Sudan, being held in Addis, entered its day four, peace talks are progressing well.

Yesterday (February 7) participants of the Forum have widely discussed on the mandates of the Transitional Government of National Unity (TGoNU) of the Republic of South Sudan stipulated on Chapter 1, Article 2 of the August, 2015 Agreement . They have made a meaningful step forward reaching a consensus on the Article.

From morning until night, the parties made inputs on the content of the agreement on declaration of principles. The spirit of making inputs was encouraging and motivating.

The Agreement on Declaration of Principles, which is dubbed as the basis of the ongoing talks, is ready for signing later today.

05-02-2018, Addis Ababa (Ethiopia): The Chairperson of the Council of Ministers of the Intergovernmental Authority on Development (IGAD) and Minister of Foreign Affairs of Ethiopia, H.E. Dr. Workneh Gebeyehu, today presided over the opening session of the 2nd Phase of the High Level Revitalisation Forum (HLRF) on South Sudan during which remarks were made by the Chairperson of the African Union Commission (AUC)-H.E. Mr. Moussa Faki Mahamat, IGAD Special Envoy for South Sudan-H.E. Ambassador Ismael Wais, the Deputy Chairperson of the Joint Monitoring and Evaluation Commission (JMEC)-H.E. Amb Gen. Augostino Njoroge, as well as various representatives from the international community.

The Council of Ministers of IGAD (Council of Ministers) have received reports from Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) that there have been violations of the 21 December 2017 Agreement on Cessation and Hostilities, Protection of Civilians and Humanitarian Access (ACOH) since its entry into force on 24 December 2017. CTSAMM has also submitted two very disturbing reports about the issues of Sexual and Gender Base Violence (SGBV) and Child Soldiers, which were the result of long-term investigations.

The IGAD Special Envoy for South Sudan, Ambassador Ismail Wais, refuted as misleading and irresponsible allegations that appeared in the press release by Col. Lam Paul Gabriel, Deputy Military Spokesperson of the SPLM-IO on 15/01/2018 that IGAD and TROIKA are responsible for violations of CoH in Bieh State. The Special Envoy asked the party responsible for this press release to withdraw the statement and not to indulge in such act in the future as it is unfounded and diverts the attention of the public from the core issues of attainment of peace and security in South Sudan.
